So you are saying that these agencies cannot account for $2 million out of something like 100 billion dollars?
Any private business in the country who love to be that efficient.
In any system there is going to be a certain level of waste, abuse and theft. Expecting perfection is simply unrealistic.How can a State Department employee expense $360 worth of lingerie for jungle training in Ecuador?
